Add a search bar at the top of CUC's website

Users may want to be able to find things specific to CUC in its website. They can google, but users may feel some comfort thinking that our search bar does a better job searching for CUC content than google. Ideally, it would be great if our search bar did a better job looking for CUC content than Google...
